The meeting was held in Eastern Michigan University's McKenny Union and was called to order at 7:26 a.m.
Mr. Barr distributed an agenda. Mr. Stanger distributed a draft copy of the minutes of the meeting of February 8, 1995 and asked that they be reviewed for consideration at the next Board meeting. Mr. Stanger reported that Ms. Howard donated $250.00, becoming an HVCN Benefactor Member.
Mr. Barr reported that he received a letter from the IRS regarding the 501(c)(3) application. He called and spoke to an IRS representative about the correspondence. Mr. Barr was asked for the Federal Identification Number of the Merit Network. Mr. Barr obtained this number from Mr. Jeff Ogden, and will forward it to the IRS. The IRS asked for the HVCN fee schedule for services. Mr. Barr explained that our membership categories were our fee schedule at this time. [Individual Member-$25.00; Donor Member-$50.00; Sponsor Member-$100.00; Benefactor Member-$250.00; Patron Member-$1,000.00] Mr. Barr said he would try to qualify for a definitive ruling from the IRS on the HVCN's 501(c)(3) application. The definitive ruling would be retroactive to the HVCN's incorporation date and the HVCN would not be subject to interim audits in the near future. If the HVCN does not qualify for a definitive IRS ruling, it should qualify for an advanced ruling.
Mr. Barr reported that he had not made further progress in completing the filing with the Michigan Attorney General for a license to solicit charitable contributions. Mr. Barr distributed a copy of an HVCN update he sent to Mr. Rick Plewa at Comerica Bank on February 9, 1995. Mr. Barr reported that the HVCN Technical Committee planned to meet with Lana Strait, Acting Co-Director of the Ann Arbor Public Library, and with representatives of the Ann Arbor News at the Ann Arbor Public Library on Friday, February 17, 1995 at 5:00 p.m. Mr. Barr reported that Steve Cisler, of Apple Computer, will be giving a talk on community networks at UM/SILS on March 9, 1995 at 1:30 p.m. on the 4th floor of the West Engineering Building. Ms. Howard observed that this might be a good opportunity to recruit members and volunteers.
Ms. Howard distributed a draft of an HVCN membership application form she developed. The form was distributed to the Board of the Friends of the Ann Arbor Public Library when Mr. Ogden and Mr. Stanger spoke to that group on February 13, 1995. Ms. Howard asked for suggestions for improvements and a number were put forth. Ms. Howard thought a separate insert promoting HVCN charter memberships should be produced. After discussion, it was agreed to ask $125.00 for charter memberships. The benefits would include: helping to achieve the HVCN vision, a personalized username on the system, a mug with the HVCN logo, and the ability to use the system as soon as it was available. Ms. Howard said she would communicate with Mr. Mike Mosher about the successful Genesee Free-Net charter membership campaign.
Ms. Head attended the HVCN presentation given by Mr. Ogden and Mr. Stanger to the Board of the Friends of the Ann Arbor Public Library on February 13, 1995. She reported that the Powerpoint slide show was well done, that the Heartland Free-Net video was right on target, and that the presenters were enthusiastic and answered questions in an open, upbeat manner. Ms. Howard suggested that the presentation be made for the local labor council. Mr. Barr suggested that others get involved in making HVCN presentations now that some materials have been developed. Mr. Stanger suggested that he and Mr. Ogden make a presentation to the HVCN Board.
Mr. Barr said he would communicate with the Technical Committee to try to answer the question of what front-end to use for the system--world wide web or gopher.
Ms. Head suggested trying to develop a joint grant that included HVCN , GREX, and perhaps the Ann Arbor News.
Mr. Barr said he would try to develop an HVCN project plan that provided a time line for action.
Mr. Barr agreed to meet with Ms. Udoji dealing with HVCN membership and with Ms. Vengroff dealing with fundraising.
Ms. Head said she would communicate with the Ann Arbor Chamber of Commerce about the possibility of putting information on the HVCN.
The next meeting was scheduled for Wednesday, February 22, 1995 at 7:15 a.m. in Eastern Michigan University's McKenny Union food arcade.
