The meeting was held at the Washtenaw County Library and was called to order at 9:00 p.m. by Mr. Barr, who distributed an agenda. The Board waived notice of time, place and subject of the meeting. The agenda was suspended.
The minutes of the meeting of May 5, 1996 were approved.
The HVCN financial report for the period ending May 31, 1996 was approved.
Mr. Hayes reported that he met with a librarian from theYpsilanti District Library and discussed the WWW home page they created. Mr. Hayes said he would be sending $50.00 to INTERNIC for the annual registration of the HVCN domain name (hvcn.org).
Mr. Weiss raised the issue of hosting home pages for out-county churches and non-profits. Mr. Barr introduced a motion that the terms set forth by Mr. Weiss in an e-mail reply to a church's inquiry be approved by the Board as HVCN policy. Mr. Weiss's message read in part:
The consensus of the board was that it should be possible to host any Michigan legally recognized non-profit corporation, providing that the content matter of their pages remained in compliance with HVCN acceptable use policies, and that if the organization did not operate within our primary focus area of Washtenaw County (and a small part of Western Wayne and Southern Livingston Counties) that there would be the additional requirement that the organization be an institutional member of HVCN. Institutional membership involves a minimum donation of $25 per year, which is the same as the individual membership rate....
The board unanimously approved the motion.
Mr. Weiss asked Mr. Barr what was going on with HVCN's crime prevention initiative. Mr. Barr reported that there were still some technical difficulties setting up a terminal in the Ypsilanti crime prevention office. Mr. Weiss reported on the work of Ellen Abramson, who set up an electronic mailing list for the members of an Ann Arbor neighborhood to communicate with one another about neighborhood issues, including timely crime information. Mr. Weiss said he was interested in using this as a model for cells throughout the county that might support HVCN's crime prevention initiative.
Mr. Weiss reported that Valerie Mates reconfigured and recompiled lynx to facilitate dial-in accounts. She started setting up html menus for dial-up connection to lynx. Mr. Weiss said he hoped to demonstrate dial-in capability by the next HVCN Board meeting. He noted, however, that until HVCN raises the money to purchase multiple modems, it will not be providing dial-in connections to the public. The Board agreed not to support at this time the incorporation of a network news reader in HVCN services.
Mr. Barr said he really needed secretarial assistance to support his HVCN activities and was looking for a retired executive secretary with on-line capability who might volunteer their services. Mr. Weiss suggested contacting the Service Corps of Retired Executives (SCORE).
Mr. Barr reported that he talked to Mr. Weiss and Dan Romanchik about reorganizing the HVCN home page. Mr. Romanchik drafted a revision which Mr. Weiss said he liked. The Board gave Mr. Weiss its approval to make Mr. Romanchik's changes "live."
Mr. Barr said he would communicate with Phyllis Hubbard about not acknowledging her HVCN membership contribution and providing her with a receipt.
Mr. Stanger said he would develop an HVCN membership database.
The next Board meeting was scheduled for Tuesday, July 9, 1996 at 7:30 p.m. at the Washtenaw County Library. The meeting will serve as the corporation's annual meeting.
