Board of Directors Meeting
November 2, 1997

Board Members Present: Arnold Barr (Chair), Ed Hayes (Treasurer), Keith Stanger (Secretary), Steve Weiss

The meeting was held at the Washtenaw County Library and was called to order at 2:00 p.m. by Mr. Barr. The Board waived notice of time, place and subject of the meeting.

The Board corrected and approved the minutes of the meeting of October 5, 1997. The financial report for the period ending October 31, 1997 was posted on the HVCN web site and was approved by the Board. Mr. Hayes reported that HVCN has its bank account with NBD and its branch of record is on Huron River Drive. Mr. Barr said he would talk to the bank about waiving fees for HVCN. Mr. Weiss said he was concerned about HVCN's weak cash position. He said HVCN should be seeking contributions from its users. Mr. Stanger said he would identify individuals and organizations whose HVCN membership donations were due.

Mr. Barr reported that he and Greg Winterhalter met with the director of the NEW Center. The NEW Center received a grant to help 50 non-profit organizations set up a World Wide Web presence via the Comnet site next year.

Mr. Barr rescheduled a meeting with Washtenaw County Information Services to discuss the addition of an HVCN NT server to the County site where the current HVCN server resides. This would require the County to allocate to HVCN an additional port and IP address. Mr. Weiss said he would contact Doug Perlin at Washtenaw County Information Services.

Mr. Barr reported that he moved the computer for the Ypsilanti Historical Museum project from the Ypsilanti District Library to the Museum. Maria Schieda is using the computer to scan materials and index files. Mr. Barr displayed some of the materials being worked with, including information about Preston Tucker.

Mr. Weiss said he added a pointer to HVCN server statistics to the web site. He reported that for October the HVCN server sent out 8.3 MB per day. In terms of groups HVCN hosts, Grex was responsible for 19% of the bandwidth, the Michigan Democratic party for 16% of the bandwidth, the Genealogical Society of Washtenaw County for 3.8%of the bandwidth, Chabbad House for 3.6% of the bandwidth, the Jewish Community Center for 3.4 % of the bandwidth, Washtenaw County Library for 2.7% of the bandwidth, and the Bicycle Touring Society for 2.4% of the bandwidth.

Mr. Weiss stated he met Greg Winterhalter for lunch to discuss changes to the design of the HVCN web site. Mr. Weiss said he would encourage Mr. Winterhalter to continue his development efforts.

Mr. Weiss held off changing HVCN's web pages to reflect the Board's recommendation that HVCN clients needing Internet access use Grex for Internet access and e-mail because of hardware problems at Grex that impacted on local dial-ups. In the coming months Grex will be able to support PPP access and Mr. Weiss hoped that Grex policy would allow access to HVCN and other community information sites. Mr. Weiss commented that by recommending Internet connectivity thorough Grex, HVCN might be jeopardizing its base of financial support, because people might be more likely to contribute to Grex than to HVCN.

Mr. Weiss reported that John Perry and David Cahill were disappointed that HVCN did not consider MNET as its Internet-access partner. Mr. Weiss said there was no good reason for HVCN not to also recommend MNET as an HVCN Internet-access partner. The Board reacted favorably to this observation. However, the sentiment of the Board was that HVCN should get its access relationship with Grex working first before reaching out to a second Internet-access provider.

The next meeting was scheduled for Sunday, December 14, 1997 at 2:00 p.m. at the Washtenaw County Library.

The meeting was adjourned at 3:20 p.m.
